She is committed to being a trusted voice for the people, guided by honesty, integrity, and a practical, common-sense approach to local government. Her leadership is built on a simple but powerful truth: faith in God’s goodness is the foundation of good leadership.
A Note From Rheagan
Hello, and thank you for visiting our website! I’m a lifelong Marylander and a proud Halethorpe resident. For the past 15 years, I’ve been blessed to build a life and family here with my husband. When our three children came along, I felt called to step into full-time motherhood, raising them and homeschooling them with love and intention.
While I stepped away from the traditional workforce to care for my home and family, I never stopped serving our community. As a tutor, childcare provider, and volunteer, I’ve continued serving our community and forging lasting relationships with local families, children, and neighbors.
I’ve felt the growing pressure so many of us face—rising utility bills, grocery costs, taxes, and fees that make everyday life harder. I never expected to run for office, but I can no longer sit on the sidelines. I’m running for my children, for our neighbors, and for a better future for Baltimore County.
As a parent and educator, I’ve learned the true meaning of resilience, integrity, and standing up for what’s right. I bring a fresh perspective rooted in real-life experience and a deep love for our community.
Rheagan's Priorities For Our District
Rheagan believes local government should empower neighborhoods, respect individual rights, and give communities greater control over the decisions that affect their daily lives. County policies should better reflect the unique needs of each community.
Public Safety
I fully support our dedicated Baltimore County Police officers and First Responders. Our families deserve safe neighborhoods free from crime and violence.
I will champion strong collaboration between local law enforcement, the FBI, Homeland Security, and ICE to target gangs like MS-13, drug traffickers, and repeat offenders. Public safety must be a top priority, no excuses.
Parental Rights & Transparency in Education
Parents know their children best. I believe families, not bureaucrats, should be the primary decision-makers in their children’s education and upbringing.
I will advocate for full transparency from BCPS so parents can see exactly what is being taught, especially in areas like sexuality education and history. I will work to strengthen parental input and protect our rights at every level.
Responsible Revitalization & Preserving Our Communities
I will work closely with residents and county officials to prioritize the repair of our aging roads and infrastructure, while protecting the open spaces and neighborhoods we cherish.
Growth should improve our quality of life, not displace hardworking families or destroy the character of our communities. I believe in smart, responsible development that puts Baltimore County citizens first.
Accountability & Fiscal Responsibility
Baltimore County spends about 50% of its budget on Baltimore County Public Schools. Those are our hard-earned tax dollars. Yet the County Inspector General currently has no authority to review how those funds are spent.
As a mom who balances a household budget, I will fight to expand the Inspector General’s oversight to include school spending. I will demand real transparency, root out waste, and ensure every tax dollar is spent wisely and effectively.

Citizen participation in our elections is vital. Only about 55% of our Baltimore County Republicans voted in our last off-year election.
